- Westchester County Suspended sales tax on home energy costs enacted earlier this winter. The exemption will run from December 1-February 28.
- The sales tax suspension covers home heating oil, propane, natural gas, electric, coal and wood for residential heating purposes and covers homeowners as well as rental units. Landlords and renters will be eligible depending on the structure of the unit’s heat and electric use.
- If an individual believes they were incorrectly charged sales tax on their bill for residential energy sources and services purchased after December 1, 2022 they should first contact their provider and request a refund/credit for the amount of sales tax charged in error.
- If a resident’s utility provider is unable or unwilling to provide the appropriate tax refund/credit, the individual can file for a refund by filing Form AU-11, AU-11:Form AU-11:12/10: Application for Credit or Refund of Sales or Use Tax:au11 (ny.gov). NYS suggests that they file one application for the 3 month period covered by the county’s exemption.
Residents in need of further assistance should reach out to the New York State Tax Department's information center at 1-518-485-2889 and should dial (2) and then (4); this sequence will connect a resident with a live operator. Alternatively, you can submit a question to their support team here.
Please note that the County is not the only entity that charges sales tax. Other entities may charge sales tax and may not have suspended it.
